TEKUN Nasional been created as a result of the resolution of Penang Bumiputera Economic Convention in 1994, which suggests that an additional capital distribution system with simple, quick and non-burdensome implemented to overcome the problem of small Bumiputera entrepreneurs access to business financing. In 1995, Universiti Sains Malaysia (USM) has implemented a pilot project Economic Fund Group (TEKUN) in Penang. Next pilot project was developed to Jeli, Kelantan in 1996 and to Besut, Terengganu in 1997.
Following the success of this pilot project, the Government decided TEKUN project extended to the whole country to benefit Bumiputera entrepreneurs. To perform this task, the TEKUN Nasional Foundation was established and placed under the Ministry of Entrepreneur and Cooperative Development (MECD) on November 9, 1998 and commenced operations on February 1, 1999.
